VSA-KEK: condition data exchange in Switzerland

In Switzerland, sewer defect coding follows the VSA guideline “Erhaltung von Kanalisationen, Part 3: Optical inspection of drainage systems, defect coding and data transfer”, which applies SN EN 13508-2 nationally. VSA-KEK is the matching data model: an extension of the VSA-DSS data structure that carries the coded inspection data between systems. Pallon codes to the VSA guideline and delivers the result as VSA-KEK.

Guideline and data model

Two things work together here. The VSA guideline defines the coding system, which codes, classes and quantifications describe a defect, based on SN EN 13508-2. VSA-KEK defines how that coded data moves between the CCTV contractor, the engineering firm and the municipality. It is published as an INTERLIS 2 model and exchanged as XTF files.

Note for cross-border projects: the German DWA-M and ISYBAU coding systems are not valid in Switzerland. The VSA guideline is the national application of the European standard here.

The 2008, 2019 and 2020 versions

VSA-KEK 2008

Published with the 2008 release of VSA-DSS and matched to SIA 405 Abwasser 2008. Superseded.

VSA-KEK 2019

Aligned with the current guideline release. Metadata modelling was revised alongside SIA 405 Abwasser 2015.

VSA-KEK 2020

Current model version, matched to the current VSA-DSS release.

Pallon imports all three versions. Coding follows the VSA guideline in its 2007 or 2019 edition, depending on the project.

Which version applies now

New projects should use VSA-KEK 2019 or 2020 together with the current guideline release. VSA-KEK 2008 is superseded — it is still found in older datasets and can be converted, but it is not the right basis for new inspection programmes. Pallon reads all three and codes to the current guideline.

VSA-KEK and SIA 405

SIA 405 Abwasser describes the network itself, pipes, manholes and their geometry. VSA-KEK describes the condition of that network. In the VSA-DSS data structure the two are complementary, and inspection data is linked to network data through the manhole reference.

Pallon accepts VSA-KEK and SIA 405 files uploaded separately and merges them internally, so you do not have to prepare a combined dataset. Note that Pallon does not currently export SIA 405 files, network data comes back to you as you provided it.

You upload the inspection footage together with your VSA-KEK and SIA 405 data. Pallon detects and codes the defects to the VSA guideline, calculates condition grading where required, and returns the data as VSA-KEK for import into your GIS or planning software. Condition reports are also delivered as PDF.


One modelling constraint is worth knowing in advance. Pallon’s data model treats one channel as one pipe section. Where your dataset holds several pipe sections under a single channel, that structure is not fully preserved on export. If your network is modelled that way, talk to us before you start.

Other formats and standards

Can we use DWA-M 149-2 coding in Switzerland?

No. The German coding systems DWA-M and ISYBAU are not valid in Switzerland. The VSA guideline is the national application of SN EN 13508-2 here, and inspection data is exchanged as VSA-KEK. Pallon codes to whichever system your project requires.

How can we export data and import it into our GIS?
